Pre-sale diagnostics: a new benchmark for buying used boats

Faced with the excesses of the second-hand nautical market, the Fédération des Industries Nautiques, with the support of the DGAMPA and France Assureurs, is launching a voluntary control system called Diagnostic Prévente. The aim is to bring greater clarity and security to transactions.

Every year, between 60,000 and 70,000 boats change hands in France. While most sales go smoothly, cases of boats in poor or even dangerous condition continue to fuel forums, disputes and disappointment. In the absence of compulsory inspections, some yachtsmen find themselves faced with poorly maintained or substandard units.

A concrete response to the uncertainty of the second-hand market

The Pre-Sale Diagnostic (DPV) is designed to provide a clear, objective benchmark for the sale of a boat under 12 meters in length. It involves a standardized visual inspection, carried out by a qualified marine surveyor with at least three years' experience. The result is a report valid for six months, which can be consulted by the buyer.

This diagnosis is voluntary, but its presence reassures both parties. For sellers, it's proof of good faith. For buyers, it's a reliable indicator of the boat's condition.

Who is concerned by this new system?

The DPV is aimed at all sellers of boats under 12 meters, whether private or professional, in the context of a sale to a private individual. The focus is on boats under 9 meters, which are more numerous and often less regulated.

The appraisal is the responsibility of the seller, unless the boat has already undergone a recent appraisal. For boat buyers, the existence of a DPV means there are no unpleasant surprises.

A standard checklist and shared repositories

The Diagnosis is based on a pre-established grid of verification points. It's not a complete appraisal, but a rigorous visual check. The DGAMPA, France Assureurs and FIN have worked together to define a single framework, shared by all diagnosticians.

The result? Information that's more consistent, easier to read and accessible to all. In particular, the report provides information on areas to be monitored or repairs to be carried out.

A logo to identify inspected boats

A special logo has been designed to identify boats that have undergone a Pre-Sale Diagnostic. It can be used in advertisements, on the boat or in sales documents. The official list of approved diagnosticians will be available on the FIN, DGAMPA and France Assureurs websites.

This system prefigures a move upmarket in the second-hand marine market. By standardizing the technical information available, it helps to establish a healthier relationship between buyers and sellers. Fewer doubts, fewer disputes, greater clarity.

For professionals, it's also a tool for adding value. For private customers, an additional guarantee. And for both, a way to put trust back at the heart of the transaction.
