Recycling End-of-Life Boats: Is France Doing Better Than Its Neighbors?

Let?s cut to the chase: the answer is ?yes.? Since 2019, France has had a national program funded in part by manufacturers of new boats, which is free for recreational boaters. Elsewhere in Europe, the solutions are much more diverse. From scrappage incentives in Norway to subsidized campaigns in Sweden and industrial recycling in Finland, the APER remains a unique case.

What happens to a polyester sailboat when it reaches the end of its useful life? In France, the owner can turn to a national recycling network organized by APER at no cost. Among our European neighbors, the answer still depends largely on the country, the size of the boat, and sometimes the available public funds.

In France, a boat's end-of-life cycle begins as soon as it is placed on the market

In France, a national organization has been in place since 2019. The waste management system for recreational and sports boats operates under the principle of extended producer responsibility, better known by the acronym EPR. This principle is familiar in the automotive, household appliance, and packaging industries: whoever places a new product on the market also contributes to financing its end-of-life management.

Boat manufacturers and importers must therefore contribute to the French system. APER, the Association for Eco-Responsible Boating, is the accredited eco-organization responsible for organizing this collective recycling program.

The owner of an end-of-life boat may submit a request to APER. Once accepted into the network, the boat is decontaminated and dismantled, and its various materials are sent to the appropriate recycling streams. The eco-organization also handles the administrative deregistration process.

The treatment itself is covered. But there is one important caveat: in principle, the boat?s owner is responsible for transporting it to the dismantling facility. This is a detail that makes a big difference when it comes to moving a sailboat weighing several metric tons that is no longer seaworthy.

The APER remains an exception in Europe. But Europe is far from having collectively chosen this path.

Finland: Recycling Without Extended Producer Responsibility

Finland is almost a prime example of the opposite approach. The country has a strong nautical culture and an industry capable of handling end-of-life boats. The sector has been working for many years with recycling companies, notably Kuusakoski.

Composite hulls can be crushed. The resulting material is used, in particular, in the cement industry: the mineral component of the fiberglass contributes to the cement manufacturing process, while the resin provides energy during the firing process.

Finland therefore has an industrial solution without having established a system similar to the APER. And the Finnish boating industry is not necessarily calling for one to be created.

Finnboat even publicly advocates a different interpretation. Boats have an extremely long lifespan, and the number actually reaching the end of their useful life is relatively small. The organization estimates that just over a thousand boats are taken out of service each year in the country.

It therefore believes that imposing a national extended producer responsibility (EPR) could result in administrative costs that are disproportionate to the volumes processed.

Sweden: Public Funding by Campaigns

Sweden offers yet another model. The Swedish Water and Marine Agency periodically funds campaigns that enable boat owners, local governments, or associations to have end-of-life boats removed and processed.

In 2026, a new program was launched for units weighing between 100 kg and 10 metric tons, as well as certain older two-stroke engines with carburetors. The program generated enough demand that the available funding was exhausted.

The advantage of this approach is its simplicity once funding is secured. It can encourage homeowners to properly dispose of a house whose value has become zero or negative. Its limitation becomes apparent just as quickly: access to the subsidized program depends on the available budget.

Norway: 1,000 kroner for turning in your boat

Norway goes a step further in offering direct incentives to boat owners. The country, which is not part of the European Union but has one of the largest recreational boat fleets in Europe, offers a bonus for scrapping a boat.

In 2026, a boat owner who takes their boat to an authorized facility may apply for a subsidy of 1,000 Norwegian kroner.

The principle is almost the opposite of that in France. Under the APER program, the owner has the costs of treatment covered but must generally arrange and pay for transportation. In Norway, the government also uses a direct financial incentive to encourage the proper disposal of boats.

At the same time, treatment facilities receive public funding. Since January 2026, support can reach 12.40 crowns per kilogram of boat for certain pre-approved centers.

This structure shows that there are several ways to solve the same problem: taking action at the time of the boat?s purchase, as in an EPR, or at the time of its disposal, through incentives and subsidies.

Germany: Many Boats, but No Comparable Industry Yet

The contrast is much more striking when compared to Germany. The German Federal Environment Agency estimates the fleet at approximately 480,000 recreational boats, in addition to a very large number of canoes.

However, the UBA acknowledges that conventional waste management systems are still ill-suited to handling the end-of-life phase for many products made from composites. In fact, the problem extends beyond the boating industry: wind turbine blades, light aircraft, and other equipment use similar structures.

German discussions are focusing in particular on the traceability of materials and on the future digital product passport, which could enable recyclers to determine the exact composition of a hull even decades after it was built.

Italy and Spain: Dismantling Companies Rather Than a National Network

In the Mediterranean, the picture is still quite different. Italy and Spain naturally have companies capable of dismantling ships. These are two major marine markets with large shipyards, numerous ports, and a well-developed ship repair industry.

However, European studies do not currently identify any national system as well-structured as the French EPR system. The disposal of a ship therefore relies more heavily on local service providers and on the economic conditions of the disposal process.

This difference becomes particularly noticeable when a boat has very little value.

A boat owner can easily spend a few thousand euros on transporting and scrapping a boat that still has significant value. The situation changes when an old boat is worth a few hundred euros?or nothing at all.

The risk is well known: prolonged storage on land, abandonment at a construction site or in a port, or informal transfer to an owner who will be equally unable to finance the vessel?s end-of-life disposal.

Transportation remains the Achilles' heel, even in France

The French system therefore solves part of the problem, but not all of it. The main blind spot remains the boat's movement toward the center.

A dinghy can be loaded onto a trailer. A 10-meter sailboat that has been demasted and left idle for several years requires a crane, a road transport cradle, and specialized transport. If the vessel is located far from the dismantling facility, the cost can quickly become significant.

European studies on end-of-life vessels specifically identify transportation as one of the issues that remains unresolved, including in France. The French roadmap published in 2025 also calls for exploring the possibility of insurance companies contributing to these costs.

Another challenge arises with boats that cannot be transported as is. A sunken, broken, or long-abandoned hull may require on-site intervention before it can be removed. The issue is then no longer solely one of recycling; it becomes a logistical challenge.

Why European Harmonization Is Necessary

These national differences are gradually becoming a problem for an industry that is, in itself, deeply European. A sailboat may have been built in France, sold new in Germany, spent twenty years in the Netherlands, and ended its life in a Spanish port.

Who, then, should pay for his treatment?

The manufacturer? The country where the boat was sold? The country where it is registered? The last owner? Or the state where it physically ends its service life?

The exceptional longevity of boats makes the answers much less straightforward than they are for everyday consumer products.

That is why the European Commission and the European Boating Industry are now working toward a more coordinated approach. In April 2026, discussions once again identified the fragmentation of national systems, insufficient volumes, and regulatory challenges as major obstacles to a circular economy in the boating sector.
