Can we sail or access the boats? Answers from the harbour master of Port-la-Forêt

On 11 and 12 May 2020, during the deconfinement phase, a few fortunate boaters took advantage of an outing at sea before the authorisation to sail was revoked. So what is the situation in the ports on this Wednesday 13th mai?? We interviewed Antoine Lecuiller, harbour master of Port-la-Forêt in Finistère.

We ceased operations on March 17 when the declaration of containment was issued. Then, on April 14, the FIN (Fédération des Industries Nautiques) asked us to maintain a professional nautical activity, even if limited.

This has enabled us to carry out handling for professionals. On the other hand, concerning the activity of the yachtsmen, it is still rather vague and we are waiting for the returns from the prefect.

How did you get préparé??

In anticipation of the deconfinement announced on May 11, we have been working upstream to ensure that the infrastructure is ready. Reception, pontoons, footbridges and handling are in question.

As far as we are concerned, the most critical point remains the sanitary facilities, which are a place of promiscuity. We have adapted our infrastructure and working methods to meet these new requirements.

What is the channel of information?dont you have to organize yourself?

We are in contact with the FIN and the FFPP (French Federation of Ports and Harbours). We pass on information and sensitive points to the latter and the information concerning us is centralised by the Association of Marinas of Brittany (APPB).

This joint work enables the ports to establish health protocols, a plan for resuming work and all this is then submitted to the prefect.

Is navigation allowed or non??

Honestly, we're all a little lost. We're following the communiqués from the maritime prefect and the land prefect. Today, the reading is uncertain, it would seem that the yachtsman has the right to be at sea if he is dropped in a helicopter. In fact, the Maritime Prefecture does not prohibit boating [the site even offers advice on how to resume boating activities NDLR]. But the land prefecture still prohibits access to the sea.

So to put it simply, yesterday the Gendarmerie Maritime said OK, but today it's no! From one day to the next, everything changes, you have to be flexible, read the press releases and comply with them.

The boat is a private property and we, as the captain's office, give them access to their property. So boaters have the right to go to the harbour and walk on the pontoons. It's already a good start, the owners can go and do some maintenance, charge the batteries and start regretting the boat. But where it's totally unclear is in terms of access to boats on deadbodies.

Port-la-Forêt is a nerve centre for ocean racing, what about eux??

Concerning the Figaro 3s at the Pôle de Course au Large, everything has been on stand-by since 17th March. In anticipation, on 16th and 17th March we took dozens of racing boats out of the water. In the IMOCA class, not much happened except for Corum, which was launched after coming out of confinement. PRB will be launched next week.

Competitions are prohibited, but many hope to return to training soon, as racing activities slowly resume.

Yes, make an appointment if you want to put your boat back in the water. Let's be clear, we will have to do in 1.5 months what we usually do in 3 months. Our teams are mobilized and we adjust our working hours accordingly. By extending the handling schedules as much as possible, we hope to offer the best service to our users.
